They are basically garunteed to have atleast 30 mils of travel. 40 Mils is not unusual or a bad thing. In fact it is amazing it has that much in a 30mm tube. The Bushnell HDMR can't even pull that off with a 34mm tube. The windage and elevation are offset like that intentionally. 20 Mils of windage should be more than enough. If it isn't you have bigger problems. 20 Mils is roughly 6 feet of adjustment at 100 yards, 3 feet each way and it just gets bigger the farther out you go. If you need more than 3 feet to zero a rifle at 100 yards it is either drilled incorrectly or there is an issue with the mounts. Just to give an exampleat 500 yards you would have roughly 15 FEET of windage travel both ways, 30 total.
