With a 16" chrome-lined barrel, don't plan on high precision from your 716. They are decent guns, but not purpose-built for long range precision.
As I have said many times before: there will be ranges you shoot often and ranges you shoot rarely. Don't set the rifle up for the rare shots, set it up for the common shots.
If the longest range in your area is 500 yards but you might shoot 1,000 once a year or so, I'd call that a 500 yard gun. And, making it more complicated, 1,000 shots are not easy. At all.
I'd say look at the 3-9SS or 3-15SS.
And the friend who told you more than $400 is a waste, don't take scope advice from him. Or her.
