I know that a lot of semi-autos chambered in 7.62x54R really prefer lighter bullets, so keep that in mind when you try the 182gr Yugo.

As far as you CMR goes, I have one of those and have no problem taking it out to 600 yards. 4x is not optimal for that, but works fine in a pinch.
As far as higher magnification scopes go, if you want FFP reticle, consider the SWFA SS 3-9x42 or Vortex Viper PS 2.5-10x32. Both are very nice designs.
If you want even more magnification, you have to go with a SFP reticle, since there are no decent high magnification FFP scopes in your price range.
Vortex just sent me their HS-T 4-16x44 with VMR-1 reticle and mrad turrets. For target shooting it is a nice scope. I only started playing with it, but so far it looks better than I expected from it.
