I dont know if that is a good result, as its at the top end of what we've been seeing over on the vepr forum. Usually with the 148 gr surplus the average is between 2"-3.5" @100 yards.
Out of curiosity, have you looked into other mounting options beyond the NPZ you mentioned in your original post? There are better solutions than the Novosibirsk unit that will get your scope lower, and centered over the bore.
