Subject: Stith mount on Pre '64 Win 70

I have a Win Model 70 Pre '64 (1952) 30-06 (sn'ed1952) that is a story unto itself and I'll tell it. But it has a Kollmorgen 4x Bear scope in Stith mounts and that unique front "scope bell ring" front ring around the bell end. I've researched down to it's DNA and it seems, for the late 40's and early '50's it was the strong mount for a working gun in Texas back then.
This rifle has not been stock or metalwise fooled with, although with factory drilled/tapped rec holes why they choose this way is a question for the spheres except for the front stong mount belief then - and I do find what I think is evidence of a lot of scabbard carry, whether horse or vehicle.
I have built 1911's to death for 30 years and line bored Colt 3rd Gens and Ruger New Models for the last 10. I'm truly not bragging but just saying I've been a toolmaker for 30 years and have a complete shop and have a feel for what to do in most cases.
That said, I cannot move this scope bell in this front ring. I know, by it's volition, it needs to be tight. Let me say, I've always been blessed with what I call the tighten/loosen feel. I've still got good power in my hands and arms but I know when to stop. I've tried every thing human flesh can do. I'm still long approx. 1/2" eye relief. I can get up there but it's that intentional thing and not natural.
I need about 1/2 less eye relief and a tad of horz straighten. You can see in the pics there's room in the rear for the scope movement to the rear that I need.
All this said, it's not terrible and I can live with it. I don't want to hurt it - ie: kill it. I like it and it has a great super thin recticle and is clear as a bell. I've only had one session with it and it was short and really cloudy - and with Rem fact rounds at 100yds and it shoots MOA. The scope showed what I consider bright for the day. I bore sighted it here beforehand and with two adjusts it was on.
Any help with a real suggestion or knowlege and ideas of how to get this scope bell to move in this front ring will be welcomed.
This old Vet thanks for the trouble to read this guys.
I am a new new member and do not have 50 posts so I cannot show the images of the scope I wanted place here so I guess you have to imagine it.
