I think if I understand what you are asking is can the indicator numbers on the dial used to sight the scope can be reset to "0" at the bottom of the adjustment for the scope. Most Leupold scopes that I am familiar with have a set screw in the cap of the adjustment dial that can be loosened and reset to zero at the least amount of windage or elevation to read zero on the dial. This can be easily done and than retighten the screw to hold that setting.

I usually set the dial on zero in the middle of the adjustment range to locate zero elevation and windage for the scope. However it can easily be done either way.
