I tried to find out the same thing. But i couldnt find a good answer, as im not in the USA. There is a possibility that you may need to be a shop (a business) to be able to apply.
Which scope did you send?
Some sights need an export license from dept of state because of ITAR regulations. These sights are usually of the tactical type. for example some EOtech models (I write some because there are some EOtech models that are not ITAR limited). All other sights that dont need a dept of state license, will need a dept of commerce license and i think that those have the best oportunity to get a license. There are some optics distributors that will apply for export licenses for those.
