Weight difference is due to cosmetics and different knobs.

Slightly different high end magnification is most likely a typo.  Fields of view are identical.

Slight differences in outer dimensions are just cosmetics.

Why the decided to limit the adjustment range in the Mark 4 version, I do not know.  Perhaps, they made the tube a little thicker near the turrets or perhaps they just limited it due to different turrets.

Most importantly, I've had both on the collimator and they have identical optical systems.  A brief examination also shows that the erector assemblies are the same as well.

All of the second focal plane variable Mark 4 scopes are marginally modified VX-3 scopes with different turrets and cosmetics.  That is not exactly a secret.
