What rifle is it? Which Talley rings are you using? Generally, when you run out of elevation adjustment to get zeroed, it's because your front ring's centerline height is a little higher than the rear. This could be caused by several things. If your rifle is one where the rear of the receiver steps down relative to the front but screw hole spacing is the same front and back, you could have installed the taller rear mount on front instead of back.
